Subject: [PATCH 2/4] Preferences: use global variable name prefix for
PREFS_state where needed.
* libgui/library/prefs.tcl (PREFS_cmd_varname): return global name.
(PREFS_cmd_add_hook): Use global name.
(PREFS_cmd_remove_hook): Use global name.
