Subject: [PATCH] nbd: fixes to read-only handling

We do not need BLKROSET if the kernel supports setting flags.
Also, always do BLKROSET even for a read-write export, otherwise
the read-only state remains "sticky" after the invocation of
"qemu-nbd -r".
