Subject: [PATCH] Revert "Add `${PROJECT_VERSION_MINOR}` to `SOVERSION`"

This is overly aggressive, as it turns out `lagrange` 1.10.4 runs fine
against the latest `the_Foundation` 1.6.0.

This reverts commit 985222a36176bd1269205ccca2172d65fa6aedcd.
